Senior HR & Admin Executive

Location: Dubai, UAE Industry: Holiday Homes / Hospitality Reports to: HR Manager / GM

Position Summary:

The Senior HR & Admin Executive will support strategic and operational HR functions, leading a team of recruiters and admin staff. This role requires strong experience in the hospitality or holiday homes industry to manage shift-based employees, streamline operations, and ensure full compliance with UAE Labour Law. You will play a key role in supporting company growth, enhancing workforce efficiency, and ensuring all HR and admin processes are executed to the highest standard.

Key Responsibilities1. Strategic HR Leadership

  • Support in the development and execution of HR strategies aligned with company growth.
  • Collaborate with senior management for workforce planning and organizational development.
  • Lead initiatives to enhance employee engagement, culture, and retention strategies.

2. Recruitment & Onboarding

  • Supervise recruitment processes through your team, from job posting to offer letters.
  • Plan staffing requirements for operations, especially blue-collar/shift-based teams (e.g. housekeeping, bellboys, drivers).
  • Oversee structured onboarding programs including system access, property induction, and policy orientation.

3. Employee Relations & Compliance

  • Ensure compliance with UAE Labour Law, MOHRE regulations, and internal policies.
  • Manage employee grievances, conflict resolution, and disciplinary processes.
  • Maintain updated employee records including EID, visa, insurance, and contract data.

4. Performance Management & Training

  • Support and implement performance review processes and KPIs.
  • Coordinate training, upskilling, and staff development plans with department heads.
  • Conduct probation reviews and assist with career progression tracking.

5. Policy & Process Development

  • Develop and maintain SOPs, policies, and employee handbooks.
  • Create HR workflows for hiring, onboarding, offboarding, and shift scheduling.
  • Identify areas for process improvement and ensure alignment with operational needs.

6. Team & Admin Oversight

  • Manage and guide a team of recruiters and admin officers in day-to-day tasks.
  • Monitor attendance (Odoo), employee fines, asset tracking, and employee-related documentation.
  • Supervise offboarding, resignations, final settlements, and asset recovery processes.

Operational HR Functions

Payroll Assistance: Support salary calculations, adjustments, loan tracking, and WPS coordination.

Document Control: Ensure timely renewals and reminders for employee visa, tenancy contracts, DEWA, DU, Mulkiya, and health insurance.

Legal Coordination: Work with PRO for visa processing, DTCM, RERA, and DLD affairs.

Admin Reporting: Maintain HR reports, dashboards, and performance logs for management review.

Attendance & Compliance: Daily updates on attendance, fines, and disciplinary matters.

Requirements

  • 3–5 years of UAE HR/Admin experience, preferably in hospitality, holiday homes, or facilities management.
  • Proven experience managing shift-based and blue-collar employees.
  • Experience leading admin/recruitment teams and handling operational HR.
  • Strong knowledge of UAE Labor Law, MOHRE compliance, and WPS/payroll procedures.
  • Excellent written and verbal communication, leadership, and planning skills.
  • Proficient in HR software (Odoo or equivalent), MS Excel, and document management.
